The Forgotten Chapter 0.31b

Fixed most bugs that made it completely unplayable in 0.31, still some issues with structure footprint sizes and superweapons, right now I just want a testable version out for the october release though. All will be fixed before there is a 0.32, meaning there may be a 0.31c in a week or two
